Kockney Koi Koi Spawning Brush

This used to have plastic hoops (about 1" diameter) firmly attached to each end; now the stiff metal wire core just has a tiny piece of plastic to cover the sharp end of the wire. I consider this a potential danger to fish and the pond liner, requiring further action by the purchaser to make it safe. Penny pinching or simply a manufacturing error?
